An Unsolicited Movement to Save PAC

KNIGHTS -- male, female, young and old -- rode in to rescue 80-20 PAC.  With a collective spirit and "can do" attitude like this, mountains will move and dreams will turn into realities.

See what these knights have to say and will DO!

(1) Ting-wei Tang is a $2k/yr for 5 yrs. donors.   Click here to verify.

Dear S. B.: . . .  isn't it easier to ask the already committed donors to double or triple their commitments towards whatever amount needed to achieve the goal?
I will  . .  definitely consider it.    Ting-wei

(2) Wei-Jing Zhu is $3k/yr for 5 yrs donor.  Click here to verify.

Dear S.B.  . . .  We will be increasing our pledge from the  $3K/yr level to $10K/year . . . , and also to look into matching grants by Apple, Inc.   . . . I will be dedicating the next few months to personally seeking new donors for 80-20 from all my friends. . . .    Wei-Jing

With a community spirit like this, its impact will go way beyond just the saving of the PAC.  80-20 PAC is only a political weapon.  Ultimately, when we show the wisdom and the fighting spirit to maintain this weapon to defend ourselves, then few will dare to tread on us!

80-20 PAC shall sadly cease all operations, if SELF fails.

Dear Fellow Asian Americans:

Please accept my deepest apology.  It is my sad duty to inform you that
the Boards of 80-20 voted unanimously to  cease the operation of 80-20
PAC on Oct. 25, 2015, should SELF fail to reach its goal of raising $1
million per yr. and 5 yrs., as  anticipated.    This decision is final.

We want to THANK those of you who have

read and forwarded many of 80-20's e-newsletters,
responded to some of 80-20's calls-to-actions,
               joined as PAC members, and
donated generously and selflessly to SELF.

We are NOT giving up on saving the PAC.   We still hope that once our
community  knows that PAC SHALL DEFINITELY die if SELF fails, AsAms
may yet in the remaining 3.5 months open their pocketbooks and help SELF
reach its goals.  We know that the chance of a last  minute rescue is small,
probably  less than 1 in 10.  However, we'll still do our best.

DONATE to SELF, Self Empowerment Longterm Fund.

Many of you, who have worked hard to serve AsAms by saving PAC, may want to know more  DETAILS of our decision.  We owe you that.  They are provided as FOOTNOTES, below my  signature.

Sincerely yours,
 S.B. Woo

President, a volunteer for the past 16 years,
The 80-20 Initiative.

FOOTNOTES:

(1) What does the Demise of PAC mean?

PAC  shall cease all its activities, including endorsing or opposing any political candidates, but its website shall be kept alive  by 80-20  EF.  We want to remind the AsAm community how much we together got  done, with our puny resources.
In addition, the current Life Members list and  Membership list will remain proudly in display.  The AsAm community should  remember the names of these valiant persons  who have scarified greatly to keep  PAC alive for 16 years.

(2) Donation to SELF Refunded in Full, If Requested

Should the anticipated eventuality happen, EF shall keep its promise to refund all donations in FULL, if requested.  After Oct. 25, 2015, EF shall send 2 emails
and one postal mail (certified to those who have donated $1,000 or more) to donors inquiring if he/she desires a refund and where 80-20 shall send a check to.

(3) Details of 80-20's Decision Process and Procedure

First, the Board of EF voted unanimously to inform the Board of PAC that SELF would  likely fail.  As a result,  EF could not have the resources to hire highly qualified staff, to be trained  by S. B. Woo, whom PAC may share for its needs during election seasons.  In response. PAC deemed  that  without highly qualified staff, PAC cannot be effective in the rough and  tumble world of election politics , after S. B. Woo has retired.   Therefore, PAC's Board has voted  unanimously to cease all operations on Oct. 25, 2015, if SELF fails.

As the president of both EF and PAC, I bear the largest responsibility for the anticipated demise  of 80-20.  My deepest apology to you all.

Need a Higher Sense of Danger and Urgency

Dear Fellow Asian Americans:

Politically, our community is naïve, perhaps even suicidal. The following -- mostly things we know but don't want to talk about -- will illustrate the danger we are in.

o We are wealthy, but we don't put our money together to finance our own "Think Tank" to look at the big picture - how to win equal opportunity and contribute more to America.

o The existing AsAm "Think Tanks" are financed by non-Asian Ams. They mostly produce laundry lists. They don't even dare to touch such relevant topics as glass ceiling, "race preference" admissions and the spikes of negativism against Asian Ams., when America felt threatened.

Example of spikes of negativism are (i) Chinese exclusion Act of 1882, (ii) Japanese internment during WWII, (iii) Japan bashing when its cars flooded our auto market, bringing about the murder of Vincent Chin, and (iv) Sherry Chen episode, when the U.S. feels China breathing down its neck e.g. AIIB (Asian Infrastructure Investment Bank).

Why aren't the scholars in various Asia study centers writing articles that affect AsAms' lives? Because their salaries are NOT paid by us?

o Our so called "civil rights" orgs., mostly financed by non-Asian corporate and foundation money, shamefully supported "race preference" college admissions. In contrast, 80-20 is supported by AsAm money only, providing us with the freedom to examine the college admissions issue independently. Do those "civil rights" orgs know that school counselors are advising Asian Am college applicants to deny their own race and heritage when applying to America's first tier colleges? Isn't that a blatant violation of our human rights? Why are our so called "cilvil rights orgs." so blind to our plights? Because the staff salary of these orgs didn't come from us?

o Denying one's own race in order to get accepted by first tier colleges may contain an extremely racist message - Asians are not that welcome at the top echelon of the U.S. However, if we are willing to deny our heritage, then our application to rise to the top may be considered more favorably. Doesn't the lowest glass ceiling in workplaces, in spite of our highest academic attainment, possibly contain the same message?

What a shame that we have not pooled our resource together to finance our own "think tanks" and civil rights orgs to tackle these real challenges? Why are the AsAm super rich climbing over each other to donate to Harvard, while Harvard is the prime culprit of "race preference" admissions? Did our super rich even dare to ask Harvard to stop such practice or at least to publish its admission records so that society can decide if Harvard is being fair? I'll bet that our super rich didn't dare. Why are they so subservient? The cause is complex. The type of colonial education in English schools in Hong Kong and Shanghai in the last century, which bear resemblance to the college admissions policy in the U.S. of today, could be one main cause.

We Are Partially at Fault in Being Perpetual Foreigners.

o All of us have sworn allegiance to the U.S. when we voluntarily changed our citizenship. However, a large % of us STILL basically consider ourselves as citizens of our "old countries." We can't have the cake and eat it too, fellow Asian Americans! If we want equal opportunity in the U.S. then we must owe our primary allegiance to America.

While the first generation Irish, Polish, and Jewish showed same tendencies, the one billion plus population each in China and India does pose a different geopolitical consideration for a declining U.S. Are we wise enough to understand the real world?

o The rotten apples among AsAms even sold America's life blood -- classified and proprietary information -- for their personal gain AND at the expense of 99.9999% of Asian Ams who will face the consequent suspicions. Have we ever initiated preventive educational programs to try to stop such behavior to protect America's vital interests and to present ourselves from being considered "perpetual Foreigners"? Shouldn't we do that? Isn't the U.S. our chosen country? We must be fair with America, if we want America to be fair with us.

o We may be smart, but we are not wise. We produced community leaders who see a "zero-sum world" for AsAms. They assume that the gain of one group of AsAms must come at the expense of another group of AsAms. Indian-Ams community leaders jealously & secretly wish Chinese-Ams community leaders ill and vice versa. Even within a given ethnic community jealousy prevents unity. Being "a big fish in a small pond" seems the ultimate goal of most AsAm community "leaders". How small we are!

80-20 worked hard for ALL AsAms, whether in breaking the glass ceiling for cabinet level officials, federal judges, in workplaces, or in college admissions. However, financially 80-20 is 95% supported by Chinese Americans. Why?

Are We Hopeless?

NO. I am full of hope for the future of AsAms. But we truly need a sense of danger and urgency to build up our future. We need:

(1) to look at ourselves honestly, which is what "We Are Partially at Fault . . ." is all about, and;

(2) to use our strengths -- education and above average income -- to build up much needed community infrastructures - think tanks, good civil rights orgs, PACs, and a pan-AsAm-coalition - to defend ourselves with a sense of urgency and approaching danger.

80-20 Wrote to Atty Gen. Lynch to Erase the Chilling Effect Created by the Sherry Chen Case

Dear Attorney General Lynch:

Greetings. Delighted to see you confirmed. I hope history will rate you as one of our greatest Attorney generals, if DOJ will have managed to effectively prevent the stealing of America's classified and proprietary information and yet protect the rights of American citizens, especially those of Chinese Ams., whom may be under intense suspicion when the US China relations is tense.

My name is S. B. Woo, former Lt. Governor of Delaware (1985-89) and currently the president of 80-20 Educational Foundation, Inc. (EF), a cyberspace organization having by far the largest email list of Asian Americans.

I recently ran across an article, entitled "Rules of Conduct for Chinese working in America", written by a prominent member of our community, Dr. Geroge Koo. He cautioned that "Chinese working in America" should curtail the exercise of our rights, given the unfortunate case of Sherry Chen . A New York Times article, entitled "Accused of Spying for China, Until She Wasn't," clearly illustrated how DOJ's careless investigations could ruin a citizen's life. Dr. Koo cautioned:

" * The above rules are especially relevant if you work in the technology space. Remember that the presumption is that you are predisposed to sending intelligence to Beijing.

* Do not assume you won't get in trouble if you send publicly available information to China for the most innocuous reasons. The U.S. is a country of laws and regulations. If the authorities decide that they want you in jail, they can find laws that you have not heard of to justify putting the handcuffs on you."

I strongly disagree with Dr. Koo's 2 points which suggested self-imposed restraints by Chinese Americans thereby voluntarily diminishing our rights as citizens. My organization believes that America is "the land of the free and home of the brave." We believe that "As citizens, we have the complete freedom to communicate, visit with, and help people of our respective "old countries," if we wish, so long as the above forms of visits, communications and helps do not involve passing of classified information, and so long as we are not under an explicit legal or contractual duty to keep information confidential. We define classified information as such information which is explicitly designated as classified or proprietary, or by similar terms by either our governments or private institutions."

I respectfully request a confirmation from you regarding my understanding of our rights, as stated above. Note that I am NOT asking you to give a categorical approval of the statements in quotes. After all, it is nothing but a personal interpretation of my constitutional rights. Nor am I asking you to comment on anything else, including the statements made by Dr. Koo. I just want to know if I behave in a way as stated in quotes, I'll not be in trouble with the law.

Being a good citizen, I am not eager to create troubles for myself and DOJ. I respectfully request a reasonably prompt reply on such a fundamental point of the rights of American citizens. This information is being sent to you via an email*, and a registered and return receipt requested letter.

If I don't hear from you within a reasonable amount of time, my organization intends to publicly offer to accept the first 5 requests for public information from any citizens of an Asian nation, be they civilians or government employees. Our acceptance will be contingent upon whether we'll have the ability to honor the request by doing 2 or less hours of research only, and that in helping them we don't pass on classified and/or proprietary information.

Our purpose in doing the above is to establish with concrete actions that we, Asian Ams, have the rights stated in paragraph 4 above. It'll prove to our community that the chilling effect felt by our entire community owing to the Sherry Chen episode is NOT real. I hope that you'll soon tell me that DOJ has not and will NOT infringe upon the rights of Americans, including Asian Americans, and that America remains "the land of the free and home of the brave."

Sincerely,

A Senator's Concern: Race a Factor?

US Senator Tom Carper of Delaware Expressed Concern

Senator Carper, at the request of 80-20's President S.B. Woo, has asked his staff to convey to the Department of Justice (DOJ) his concern about the "Accused of Spying for China, Until She Wasn't " case involving Sherry Chen.

Sen. Carper's office requested a copy of the letter that DOJ will be sending to the 22 House Representatives who had FIRST requested a DOJ review of the Sherry Chen case whether race was a factor.

DOJ response to Senator Carper's Concern

A couple of day ago, Woo received a letter from a senior staff in Sen. Carper's office stating:  "I've spoken with the Justice Department today and they are in the process of responding to the House members' letter  . . . .  Their response is expected to detail the reasoning for why the charges against Ms. Chen were dropped.  I've asked that DOJ share a copy of this response to the House members' letter with us.   I've also communicated your concerns to the Justice Department as well. . . ."

My Response to DOJ's Reply Expressing MY 3 Concerns

" Thank you, thank you  . .   May I also express a concern that hopefully you'll reflect to DOJ.   For those of us who are apprehensive about a historic replay of the "Japanese internment", we are not quite as concerned about DOJ's detailed explanation to us about "the reasoning for why the charges against Ms. Chen were dropped".   We assume that we know why they were dropped - for lack of evidence to make the government's case stick!

We are much more concerned about

(1) Why the charges against Sherry Chen were made at all in such a blatant manner with handcuffs & all, given the lack of evidence retrospectively?

(2) Does DOJ know that its actions has probably ruined Sherry Chen's life, if not permanently, probably for years to come?  Will there be a public apology?  Will there be compensations?

(3) A charge of "spying" is a charge of treason.  That is a very serious charge against any American, but probably worst against a Chinese Am. when there is tension between the US and China. Will the DOJ response including statements regarding what it is and will be doing internally to prevent the recurrence of such a mistake?

We don't just want a report.  We are not curiosity seekers.  We are worried about our liberty and the possible infringement on our liberty by our government  . . . "

Sen. Carper's Office Agreeing to Transmit My 3 Concerns

" . . . I will be sure to transmit these concerns in whole to the Justice Dept.

And yes, they have promised to provide a copy of the letter  . . . "

GRATEFULLY Acknowledging  . . .

The contribution of Congressman Ted Lieu who together with 21 other House members sent a powerful letter to DOJ, asking if race was a factor in this and 2 other similar cases.  It also expressed concern on "programs such as the Insider Threat Program (which) could create 'toxic work environment ...' Don't Let Anyone Trespass On Our Rights!

Implications of the Sherry Chen Episode

Is the Sherry Chen episode, prosecuted as a spy and then dropped without explanation which ruined her life, a bureaucratic accident or an illegal shot across the bow warning Chinese Ams?  I don't know.  But accidental or not, it could begin to encroach upon the rights of all Asian Ams, particularly those of Chinese Americans.  Here is how.

How An Encroachment Upon Our Rights Could Begin

Nicole Perlroth of NY Times wrote 2 articles about Sherry Chen.  The last paragraph of her first article woke me up and caused me to write this e-newsletter.

"Asked whether he thought Mrs. Chen should get her job back, Mr. Adams, her former colleague, said he was torn. "I want her to get her job back as soon as possible," he said. "But on the other hand, I also hope she never goes back there again. After the way she was treated, she should be concerned that the government hasn't given up the ghost." (emphasis added)

That is how encroachment begins!

At first it was the hope of a good intentioned friend/colleague that we'll "never goes back there again"; then more and more our "friends" would echo that view; then we ourselves, AsAms, will begin to think it'll be a sensible idea and start to exercise self restraint.  Then, GONE! --  our right to go visit friends and relatives in our respective old countries.

Once the erosion of our rights begins because we are timid, it'll not stop!

How We Can TOGETHER Stop Such Encroachment!

(1) We should insist on ALL our rights including traveling to China, whether you work in defense industries or sensitive technological areas or not.  But don't reveal secrets or do anything illegal.  Our first allegiance is to the USA if we are citizens.   However, helping the Chinese people is not illegal. "There is nothing to fear, except fear itself."  If any federal agents question the above statement, send them to deal with me.  Don't be afraid to quote me. America is the land of the free and the home of the brave.

(2) Be wise.  Learn from the Jewish people.  As individuals we can stand up and not yield to encroachment but we are NOT capable of stopping such  encroachments effectively on a national basis.  You need organizations like the 80-20 Initiative which knows American politics and knows how to protect our rights.

Support Those Who Know How to Fight for You

America is a great nation, but it is not flawless.  One of its known worst traits is its heightened racial prejudice in hard times, whether it was the "Chinese Exclusion Act" of 1882 that was not abolished until Dec. 1943 when the U.S. needed an ally to fight the Japanese OR the Japanese Internment Act of WWII.

An unfortunate trait of our nation is that our government tended to respect the human rights of European descents but NOT those of Asian and African descents.

"Those who cannot remember the past are condemned to repeat it."
 - George Santayana.

Retrospectively, the internment act was described as "race prejudice, war hysteria, and a failure of political leadership" by the Civil Liberties Act. However, during WWII, the executive branch, the courts, and even the Census Bureau worked hand-in-hand to bypass the existing laws in order to put Japanese Ams in internment camps.  Even the Civil Liberty Union almost joined in that ignominious behavior.  Click here to find the truth for yourself.

Did you know that Japanese Ams in Hawaii was not interned, because otherwise the economy of Hawaii would collapse?  Did you know that Fred Korematsu, hailed as a hero today, was disdained and was seen as a threat by Japanese Americans, including the "civil rights" organization, JACL?  They thought Korematsu should not protest in order to avoid making the government angry. Click here to verify.

Don't be naive.  Learn from history!  Work together to build a wall against encroachment of our rights NOW, under the leadership of 80-20!
