for Int'l Security and Cooperation on the Cox Report. Its publication,
"The Cox Committee Report: An Assessment," is available at http://cisac.stanford.edu/docs/cox.pdf. It stated:

"Thus an unfortunate effect of the exaggerated perception
generated by the Cox report about Chinese spying is a cloud of suspicion over both foreign and US national scientific and engineering staff members of US companies and labs of Asiatic background." (emphasis added)
