FAQ on Winning Equal Opportunity (2)

FAQ. Q1 Who will benefit?
Q2 Will 80-20 take actions or just talk?
Q3 Is 80-20 picking on Labor Secretary Elaine Chao?
Q4 Was it racism that has caused the following statistics?

"Asian Americans have only 55% of the chance to rise to the
top rank in the private Industries (1.9 million AsAm workers),
41% of the chance in the universities (70,000 AsAm workers),
and 30% the chance in the Federal government (86,000
AsAm workers), as compared with that of an average Am.
worker in the same positions i.e. THE NATIONAL AVERAGE. "

Q1 Who will benefit?

When AsAm's chance to rise to the top equals that of the national
average, then

(a) In "private industries," 130,500 ADDITIONAL AsAms will
be promoted to "officials and managers". An additional 1.8
million will benefit knowing that they will enjoy equal
opportunity to rise to the top starting from then on.
(b) In "universities," 4889 additional AsAms will be promoted to
administrators; 70,000 will benefit in future chance for
promotions.
(c) In the Fed. Gov. 240 additional AsAms will be promoted to the
SES rank; 80,000 will benefit in future chance of promotions.

Another 11 million AsAms will benefit indirectly because a rising tide
raises all ships. To understand how the above numbers are attained, visit
Table 2: http://www.80-20initiative.net/attachmentA.jpg

IN SUMMARY: 2.1 million AsAms will benefit directly. Another 11 million
Asams will benefit indirectly. Future generations of AsAms will benefit.
America will benefit! In extending equal opportunity in workplaces to
AsAms, America becomes "a more perfect Union."

Q2 Will 80-20 take actions or just talk?

80-20 will work with all who share our cause & take decisive actions.
But we want the AsAm community to be thoroughly aware of the relevant facts
first. Please hold your horse for now. But get ready!

2.1 million AsAms will benefit directly. Another million Asams will benefit
indirectly. Future generations of AsAms will benefit. America will
benefit. In extending equal opportunity in workplaces to AsAms, America
becomes "a more perfect Union."

Q3 Is 80-20 picking on Labor Secretary Elaine Chao?

NO, not at all! Exec. Order 11246 specifically states that the
enforcement of EO 11246 is the responsibility of the Labor Department, which
is under the administration of Sec. Chao. So if we want EO 11234 enforced
on our behalf, we must communicate with or appeal to Sec. Chao.

As a public servant, she has the OBLIGATION to
EITHER point out 80-20 is in error in its understanding of the government
data OR go to bat for AsAms by enforcing EO 11246.

Q4 Was it racism that has caused the following statistics?

Race is not the issue. Any group in America that doesn't have the
"group political clout" has gotten, is getting and will get discriminated.
That was evident in American history in the treatment of the Irish, Polish,
and Italians when they first immigrated to the USA. That was also clear in
seeing how Jews, women, African Americans, gays, & Hispanics were treated
then and now. Our lack of GROUP political clout is why we suffered and
still suffer discrimination!

Winning Equal Opportunity (1)

Dear Fellow Asian Americans:

Here is the striking information about the glass ceiling over us. 80-
20 has FORMALLY presented the information, established after months of
intensive studies, to Labor Secretary Elaine Chao. YOU MUST READ IT. If we
want to enjoy EQUAL OPPORTUNITY, we must ALL work on it. 80-20 by itself is
NOT strong enough.

Respectfully,
S. B. Woo
President, The 80-20 PAC, Inc.

2.1 million AsAms work for "private industries," or "universities" or
"the Federal government," as defined by the Fed. Government. They have the
WORST chance to rise to the top, when compared with Whites, Blacks,
Hispanics, Native Americans, and women. Here is what 80-20 has reported to
Sec. Chao and asked for help:

"Asian Americans have only 55% of the chance to rise to the top rank in
the private Industries (1.9 million AsAm workers), 41% of the chance in the
universities (70,000 AsAm workers), and 30% the chance in the Federal
government (86,000 AsAm workers), as compared with that of an average Am.
worker in the same positions i.e. the national average. "

Woo also informed Sec. Chao that the above conclusions were drawn from
"federal government data, easily accessible on WEB sites:
http://www.gao.gov/new.items/d0334.pdf ,
http://www.eeoc.gov/stats/jobpat/2002/us.html,
http://nces.ed.gov/programs/digest/d03/tables/dt227.asp , and
http://nces.ed.gov/programs/digest/d03/tables/dt228.asp "

In addition, Woo provided Sec. Chao with two charts for a quick view of
how poorly AsAms have fared as compared with Whites, African Americans,
Hispanics, Native Americans, women, and the national averages. Even the
exact data used, and the simple calculations which lead to the conclusions
stated in paragraph 3 were provided to Sec. Chao through 4 tables. For the
charts and the letter to Secretary Chao, please visit
http://www.80-20initiative.net/Chao051505.doc

After 3 months, Sec. Chao has not replied. Perhaps, her office is
carefully studying the information provided to her. We are certain that
Sec. Chao knows that she has the OBLIGATION to either point out why 80-20 is
wrong or go to bat for the millions of AsAms using Executive Order 11246.

What is Executive Order 11246? Here is an exact quote from a 2003
Department of Labor document (Pam. OFCCP 7), entitled "Three Decades of
Commitment To Nondiscrimination & Equal Employment Opportunity"

"Executive Order 11246, as amended
This order, signed by President Lyndon B. Johnson
in 1965, prohibits discrimination in hiring or
employment opportunities on the basis of race, color,
gender, religion, and national origin. It applies to all
contractors and subcontractor holding any federally
assisted contracts worth more then $10,000.

In addition, the Executive Order requires contractors
and subcontractors with a contract of $50,000 or
more, and 50 or more employees, to develop a written
affirmative action program, that sets forth specific and
result-oriented procedures to which a contractor
commit itself to apply every good faith effort. "

80-20 aims to win EQUAL opportunity in workplaces for you and your
children. Watch out for "Winning Equal Op. - 2" in a few days.
