Losing Pres. Obama's Commitment to us?

Do you want Pres. Obama to fulfill the rest of his commitments to us?
Then you need to help him maintain the Democrat's majority in both the
Senate and the House.

Why? His appointments of Asian Am. life-tenured federal judges
require Senate confirmation. Without a Senate majority, most of his
appointments (future & outstanding ones) will not be confirmed.

Why? His big increase in budget for enforcing EO 11246 for all of us
may not survive the Congressional cuts. When EO 11246 is fully enforced,
the number of Asian Am. managers/administrators in private industries
& universities will DOUBLE! Imagine its impact on our community!

1) Talk up the immense historic implication of finally having an US
president who has actually acknowledged our rightful concerns and begun
to address them, and

Ohio's Impact On Asian Ams

Ohio has only 135,000 Asian Ams. However, it already has 2 active
chapters, forming a 3rd and aiming to have a 4th chapter -- hopefully
before Ohio elects its NEXT governor this November.

So what? Ohio might become the first of the 50 states whose Asian Ams
will enjoy equal opportunity in the state government agencies and the
state universities. That is the essence of 80-20, and the political process it
advocates.

What is so special is that Ohio is fairly conservative. It doesn't
have a large AsAm population. It is the perpetual battle-ground-state
of presidential elections. It is leading the way for the AsAm community.

2 years ago, a NW-Ohio chapter, centered about Toledo, was formed
with a bare 25 members. Prof. Yueh-ting Lee, an 80-20 Board member,
was the leading force. It immediately emulated 80-20 National's method-
ology of using the election to get commitments from political leaders. A
questionaire was sent to all mayoral candidates of Toledo asking for "yes
and No" answers i.e. iron-clad commitments. All candidates save one
answered. When the mayor was elected, his commitments were fulfilled
and began to benefit the AsAm community. Both the mayor and Asian
Ams in Toledo were pleased. The chapter has grown to 52 members.

A couple of days ago, a SW-Ohio chapter centered about Cincinnati
and Dayton was formed. Munsup Seoh & others were leaders.

Munsup Seoh and Yueh-ting Lee are working to stimulate a NE-Ohio
chapter,
centered about Cleveland. The 4th, Central-Ohio chapter
shall be centered about Columbus. Imagine, if all that gets done soon,
and a questionnaire sent to Ohio's gubernatorial candidates.

Wouldn't it be nice if the 135,000 Asian Ams in Ohio show the rest of us,
14 million strong, how to become equal citizens quickly.
When women,
blacks and Hispanics are all making great strides in ridding themselves of

"Touchy Topics" on July 4th

Frank Q&A regarding the meaning of CITIZENSHIP & why to hoist
a flag on July 4th.

1. What does it really mean being a US citizen?
It means you owe your primary allegiance to the USA. That is you
consider the USA as the most important nation to you.

2. Does being a US citizen mean that I have to cut all ties to my
old country and my affection for people in my old country?

NO. The US neither expects, nor desires for, you to behave that way.
People can't turn on or off their emotion like a machine. You can continue
to love and care for people in your old country. However, you are to owe
your first allegiance to the USA.
If a person can turn on and off his/her emotion simply because of a
naturalization ceremony to be a US citizen, the US can NOT count on that
individual as a citizen. Why? Such an individuals may also one day cut the
USA off, after another ceremony.

3. What if I don't want to give my primary allegiance to the US?
Then don't apply to be a US citizen. Is it right to want the advantages of
being a US citizen and yet not live up to the accompanying obligations?

4. Why should I celebrate July 4th?
Let's look at 3 reasons.
1) the blessings of liberty each citizen enjoys,
2) the ample opportunities afforded to all, even though Asian Ams still
don't enjoy equal opportunity at workplaces, and
3) the freedom to criticize the country and be not only tolerated, but
also praised as fulfilling one's patriotic duty to push America to
become a "more perfect union."

5. Why does 80-20 urge its supporters to hoist a flag on July
4th? To be more American than Americans?

NO. Two reasons that you may want to hoist a flag.
1) It's the right thing to do, for the reasons mentioned in 4), and
2) There is also a pragmatic reason. A lot of our compatriots think that
we, Asian Ams, are more loyal to our old countries than to the USA. So
long as they think that way, we'll not be able to achieve our equal
opportunity in workplaces.

Hoisting a flag is complementary to 80-20's usage of group political
clout to induce the political establishment to help us break the glass
ceiling above us.

6. Why should I join 80-20?
Because 80-20 works on problems that each of us as an individual
cannot solve. In addition, 80-20 cuts to the chase, tells it as it is, and is
effective.

Lost & "to find"!

We LOST our chance to be kingmakers on the 6/8 primary in CA. Let's
make sure that we FIND it in the next CA primary. Kindly please read.

[A] FAQ

(1) Is it possible for the small % of Asian Am voters in Calif to become
the political kingmakers in a CA primary? YES. Read on.

(2) Assuming that it's possible, what good will it do?
We may then use that clout to induce CA's governor to give us ironclad
commitment to break the glass ceiling against Asian Ams. in CA.

(3) Is there a glass ceiling over AsAms in CA's state government?
You be the judge. Keep these statistics in mind:
Asian Am population in CA: 14%
Asian students in Univ. of CA System: 40%
Cabinet officers in CA Governor's Administration: 13% (2/15)
Regents in the UC system: 5.5% (1/18)
Chancellors in the UC system: 20% (2/10)
Presidents in the State Univ. system: 4.3% (1/23)
Presidents in the Community College system: 1.8% (2/112)

(4) What good will it do for the rest of us, who don't reside in CA?
When the CA state government breaks its glass ceiling against Asian Ams,
will the other 49 state governments be far behind? Strategically, CA is the
best state for us to target & crack the glass ceiling.

[B] Strategically, how can we be kingmakers in the
2012 PRIMARY election in CA?

Four favorable conditions converge in a CA primary:

i) Asian Ams' vote share is the largest in the state of CA: 7%

ii) Only 1/4 of the voters will vote in a primary*. Hence, our 7% vote share
could become 28%, if all of us vote in a primary.

iii) A large number of candidates run for the same position in a PRIMARY.
Hence, while the other voters split their votes among the many
candidates, our bloc vote goes to the one candidate endorsed
by 80-20.

iv) Our voting share is actually 33%, owing to the recently passed Prop.
14 which allows Declines to vote. (See footnote for details about Prop
14.) The % of Asian Ams having registered as Declines is about twice
that of the general population.

Result? Most candidates endorsed by 80-20 in a CA primary will win.
We will be known as kingmakers in CA primary elections. Candidates,
regardless of party affiliation, will thereafter complete to win our endorse-
ment. 80-20 will use this clout to get candidates to give ironclad
commitments to use their political power, as Pres. Obama did, to make us
EQUAL citizens.!

That was how the Irish, Polish, Italians, blacks and Jewish won their
equal citizenships as well.

That simple? Yes, that simple!

So register to vote. Ask to be a "permanent absentee voter," and vote
in the next PRIMARY.

* 13.7 million Californians voted in the 2008 general election. Only 3.3
million voted in the June 8, 2010 CA primary, which is LESS than 1/4 of
13.7 million.

Footnote: What is Proposition 14?
Prop. 14 has eliminated PARTY primaries in CA. There is only one
STATE primary, where Dem/Rep/Declines/Others may ALL vote. The
two top vote getters, whether in the same party or not, will run against
each other in the general election. "Declines" may vote in a state primary
WITHOUT asking for a specific party ballot. This prop. doesn't affect
the presidential election.

Hiring an Executive Director. Pls Apply/Nominate.

80-20 is looking for an Executive Director. The pay is up to $100K per
year.
Its current Acting Exec. Director, S. B. Woo, who is a volunteer
and 80-20's Founding President, aims to fade out.

80-20 plans to have 2 full time employees from then on.
They will assist an elected President, who is a volunteer and the Spokes-
person for 80-20.

Suzanna Lin, M.D., will continue to be the Special Assistant
to either the President or the Executive Director, depending on 80-20's
needs.

80-20 seeks a full-time Executive Director, with experience in elections,
political campaigns, and civil rights struggles. A record of serving the
Asian Am community in thankless jobs and multi-tasking is also
important.
The salary will be up to $100,000 per year. Some benefits are
included. For those who are interested, please send your applications to
sbw@udel.edu. The application should include a cover letter stating why
one is interested in the job, how much one knows about 80-20, and a
resume.
Three References are welcome but not necessary until later.

A very attractive part of the job is that the individual will work out
of his/her own home, since 80-20 is a cyber space organization. The non-
monetary, psychological compensation one derives from the job could be
extremely rewarding.

A person who has been a member of 80-20 for many years is preferred*.

1 to 2 more years. It is hoped that the transition will be completed shortly

it is in the evenings, weekends or during vacations in the USA or abroad.
The hours could be long and the requirement for performance is extremely
high.

This position is NOT for anyone who just wants a job. Only individuals
with the passion to serve the Asian Am. community and having a track record
of successes in his/her earlier careers will need to apply.

About Ted Lieu: He has a J.D. from Georgetown Univ. Law Center; is
a California Assemblyman for 5 years; & a Lieutenant Colonel in the Air
Force Reserve, serving as a military prosecutor. If elected, he'll be the first
Chinese American Attorney General of a state.

Why and how Ted Lieu Can win!

o In a crowded field of 7 candidates, it takes only a plurality to win!
Getting 35% of the vote will likely be sufficient for Ted Lieu to win.

o This year, both registered Democrats & Declines (i.e. those who

Be Political KING-MAKERS of California

YOU could be the political KING-MAKERS of California, if
you do a little work in the next 7 days.

Sounds impossible? Has 80-20 delivered results that you thought were
impossible initially? Here is how it could work.

many Asian Am regents are there in CA's higher education systems?

*A numerical example demonstrating the power of a bloc vote
Two candidates run against each other in a political race, which for
simplicity is assumed to have two constituent groups only. One group has
one million votes (8%) and the other has 11 million votes (92%). Candidate
A, a novice, courts the larger group. When the ballots are open, candidate
A wins the larger community by the ratio of 52/48. The margin of
difference is 4%. Since the larger group has 11 millions votes, 4% of 11
million votes provides a winning margin of 440,000 votes to candidate A.
His opponent, candidate B, is a seasoned politician. She courts the smaller
group knowing its ability to deliver a bloc vote in the ratio of 8 to 2, as the
black and Jewish communities can. B wins that community by a ratio of
80 to 20. The difference between 80% and 20% is 60%. 60% of 1 million
votes is 600,000 votes. As a result, candidate B wins the election by
(600,000 - 440,000) or 160,000 votes. Astounding? Does that knowledge
empower you?

Election is a time for a small minority like the Asian Ams. to use our bloc
vote to secure our rightful interests. 80-20 has repeatedly demonstrated
that successful strategy -- politics the American way.

For the California Primary on June 8th, 80-20 endorses the following:

She has served our community well, including recommending Asian Am.
federal judges to Pres. Obama.

A reader wrote in

After 80-20 sent out "3 lessons from Vincent Chin," the following
thoughtful letter came in.

"Dear S.B.

Thank you for bringing out Vincent Chin's tragedy to remind
us how fragile we are as Asian Americans without a group voice.
("80-20 didn't exist at the time," adds S. B. Woo.) Vincent
Chin's tragedy left a scar on every Chinese Americans' soul.
The lesson at the time of occurrence is that "You are nothing."
In the US, if one killed a cat or dog, one might be punished
more severely than the Ebins, the father and the son.

Years before the Vincent Chin's case (in late 60's) a
Lithuanian sailor was abducted from a US Coast Guard vessel
by USSR guards docked next to the US ship in the open ocean. The
incident raised hell in the US, as our sovereignty was violated. But
it was Lithuanian Americans' GROUP voice which brought him
back to the US.

Vincent Chin was the scapegoat for the failing American auto
industry dwarfed by the competitive Japanese automakers.
Now with the failing Wall Street fiscal management and the
high unemployment rate plus the exchange rate war between
the US & China, I have reason to fear once again, we might become
the scapegoat for those who have failed or are incapable of taking
care of their own financial responsibility.

Be alert and vigilant. Let nobody become the second Vincent
Chin.

3 Lessons From Vincent Chin's Tragedy

There are 3 lessons to learn through Vincent Chin's Tragedy.
If we don't learn them, we are bound to relive it. A similar situation
may be brewing in IL & OH!
See the last paragraphs.

A Seldom Seen & Frank Summary of Vincent Chin's Case:

In 1982, owing to perceived loss of jobs caused by Japan, "Japan
bashing"
was very popular, especially among auto workers and
politicians running for offices.

Vincent Chin, a Chinese American, was in a Detroit bar when
2 auto workers, one unemployed, came in. The two mistook
Vincent as a Japanese. One said to Vincent, "It is because of you
motherfuckers that we're out of work." A fight ensued & was broken
up by the doorman of the bar. The two auto workers found Vincent
later that night and bashed him to death with a baseball bat.

In 1983, a Michigan court fined the two $3,700 each and no jail
time. The Asian Am. community was outraged.

Consequently, in 1984, the federal government stepped in & filed
civil rights charges against the two. HOWEVER, after a trial, an appeal,
and a retrial, both were completely acquitted, partially owing to witness-
tampering by an Asian Am. lawyer working for the prosecution.

In March 1987, a civil suit was also filed. Substantial fine was ordered.
HOWEVER, the settlement was so badly structured that collection
of the fine was far from certain. The one who swung the bat & was
ordered to pay 10 times more fine than the other, stopped payment
in 1989.
His whereabouts is currently unknown.

Vincent's mother asked, "If two Chinese killed a white person,
will they go to jail?" Disillusioned, she left the US for China.

3 PAINFUL LESSONS:

1) Japan bashing leads to taking it out on perceived Japanese. It
is equivalent to taking it out on ALL Asian Ams since most don't know
the difference between Japanese, Japanese Americans and other Asian
Ams. Vincent Chin, a Chinese American was mistaken as a Japanese!

2) In a democracy, those who don't have the GROUP political clout, get
stepped on, in hard times. Our entire community was humiliated
in the Vincent Chin case, from 775 beginning to end.

3) Protests without the political know-how lead to NOTHING!
Did we achieve the goal of securing justice for Vincent?

Election 2010 & Asian Americans

We need GROUP political clout to secure our rights! Every
election is an opportunity to enlarge our clout.

I) National Election

President Obama has been sincere in fulfilling his promises to us, we
therefore must help him back in the 2010 election. Otherwise, no political party
will EVER help Asian Ams. again. Politics is pragmatic!

Therefore, 80-20 Initiative has formally resolved that: "80-20 shall
support Democratic candidates in the 2010 Congressional races
, except for those
election districts whose Republican candidates** have strongly supported
Asian American 
concerns."

II) Noteworthy Elections Involving Asian Americans

80-20 does NOT support candidates simply because they are Asian Ams.
Some Asian Am. politicians only want our money and votes but are NOT
willing to share our concerns. On the other hand, for those political
leaders who've helped us a lot, we help back a lot.

Today, we focus on Ted Lieu, a leading candidate for California Attorney
General, & an 80-20 Life Member.

1) Ted Lieu is an Assembly member of CA and Lieutenant Colonel in the
Air Force Reserves.

Ted will be the first Asian Pacific Islander elected to the office of Attorney
General of any state in US history. He has stood up to powerful interests
and authored landmark bills in the areas of mortgage reform, healthcare
access, domestic violence prevention, and consumer protection. He has
also repeatedly fought for minority communities and the civil rights of all
Americans. Based on his outstanding record, strong fundraising, & strong
endorsements, Ted has a high potential to win this election with your
help.

Life Members -- 80-20's Lifeblood

Life Members are 80-20's lifeblood. They represent 12 % of 80-20's
membership, but they account for about 50% of its annual income.

Life Members also provide stability in 80-20's elections, since most
have been on 80-20 email list for a long time and strongly share 80-20's
values.

Life Members, as a group, is occasionally relied upon by 80-20 as a
"sounding board" on complex issues after being presented with a back-
ground briefing by 80-20's President &/or Executive Director.

Regrettably, fewer than usual number of new Life Members joined last
year, perhaps owing to tough economic times. This occurred in spite of

Politics the American Way

Edmond Chang of IL was nominated 4 days ago by Pres.
Obama
to be another Asian Am. life-tenured US District Court
judge. We thank Pres. Obama.

"What is 80-20's secret in causing this?" asked a member. "NO secret!
We didn't do it all by ourselves either. Other Asian Am. orgs. also worked
on it," I answered. "80-20 just works hard and has the courage to do the
right thing."

Here is what 80-20 did in connection with the specific nomination of an
Asian Am judge from the state of IL. The info may EMPOWER our
community, because it is practicing politics the American way.

(I) Before the 2008 Election:
80-20 got candidate Obama to agree in writing to appoint more Asian
Am. District and Circuit Court judges as a "top priority".

(II) During the Election:
80-20 worked its heart out for Sen. Obama in the battle ground states to
help elect him.

(III) After Obama became President:

a) On 5/28/09, S. B Woo traveled to D.C. to reminded high level White
House officials of Pres. Obama's commitments to the Asian Am.
community, which includes appointing more federal judges.

b) S. B. wrote to Judge Abner J Mikva, Chair, "Screening Comm. for Sen.
Durbin of IL regarding federal judicial nomination," urging him to give
the Asian Am. applicants a good look. The Chair of such a committee
has key input to a senator's short list submitted to Pres. Obama.

c) In July, S.B. wrote to all US senior Democratic senators, who by
tradition recommend a list of 3 names to Pres. Obama , whenever
a vacancy in US District judges occurs in his/her state. It
urges those senators to pay special attention to recommend
qualified Asian Am candidates in their states to Pres. Obama. By
tradition, Pres. Obama selects one of the three persons recommended.

d) In August, 80-20's Board members CALLED the Senior Democratic
Senators or their chiefs of staff or their legal counsels as a follow-up
to my earlier letter to them. Jing-li Yu, former 80-20 staff who is now
an 80-20 Board member, called the office of Sen. Durbin of IL.

(IV) After Edmond Chang's nomination by Pres. Obama:

80-20 sent "thank you letters" to Sen. Durbin of IL and Judge
Mikya of IL,
Chair, "Screening Comm. for Sen. Durbin for judicial
recommendations."

We hope that detailing how 80-20 works will help to EMPOWER our community.

True Story About Circuit Judge D. Chin

Happy News: Yesterday, U.S. District Judge Denny Chin was
confirmed to be the U.S. Circuit Judge by the Senate.

A True Story of "Paying Forward" by Denny Chin &
other AsAm U.S. District judges:

In 2006, there were only 6 Asian Am judges, all of the lowest rank.
In comparison, there were 863 U.S. District, Circuit & Supreme Court
judges. 80-20 decided that this must change.

So 80-20 began publicizing names of the 6 AsAm judges frequently,
& planned a publicity event in Los Angeles, billed as "A Gathering of AsAm
Legal Eagles." All 6 judges were invited to a fancy restaurant for a
luncheon and a press conference. 4 of the judges came. See the picture
below (2 are not judges).

Two judges couldn't. Denny Chin was one of them. However, he wrote a
very detailed letter to strongly support our initiative to get many more AsAm
judges. See his letter at the bottom. The statistics he provided were used
by 80-20 to convince Am's political establishment that this MUST change.

The rest is history. See the table below my signature line to find how
things have improved in a short 4.5 year, though not yet enough.

Today, Denny Chin has been promoted. The chance for all other AsAm
judges to rise to higher ranks have greatly improved too. Asian Ams' chance
for equal justice might have improved as well.

Would that have been possible, if Denny Chin and the other AsAm
District judges didn't support 80-20's initiative in 2006? You be the judge.

A Letter From Denny Chin to S. B. Woo

Mr. Woo:

Thank you for the invitation, but I cannot make the luncheon in LA. . . .

I wanted to share some information with you. You may know most of this,
but you probably don't have the details.

There currently are only six active Asian-American Article III federal
judges in the country. All are trial judges, and there are no active Asian-
American judges in the federal appellate courts. (Judge Tashima in the
Ninth Circuit is on senior status.) Unless there are new appointments,
when Judge Ron Lew takes senior status later this year, we will be down to
five Asian-American Article III judges. When I was appointed in 1994, I
was the only Asian-American Article III judge outside the Ninth Circuit.
Today, eleven years later, I am still the only one outside the Ninth Circuit.

Other minority groups fair much better. The most recent available
statistics show that, as of September 30, 2004, for Article III federal judges,
0.7% were Asian (6), 10.7% were African-American (88), and 6.5% were
Hispanic (54). These numbers are for active judges and do not include
judges on senior status. (See Adm. Office of U.S. Courts, Judiciary Fair
Employment Practices, Annual Report 10/1/03-9/30/04, at 35).

Hence there are some 15 times as many African-American federal judges
and almost 10 times as many Hispanic federal judges as there are Asian-
American federal judges.

In contrast, there are more Asian-American "legal professionals" at law
firms of 100 or more employees, as of 2002, than there are African-
American or Hispanic professionals. This is drawn from a 2003 EEOC
report (http://www.eeoc.gov/stats/reports/diversitylaw/index.html). The
numbers are: 5.3% Asian-American, 4.4% African American, and 2.9%
Hispanic. In this context, "legal professionals" are predominantly lawyers
but include other professional employees, such as non-lawyer accountants.

In addition, the 2000 Census shows that for lawyers, 2.3% were Asian,
3.9% were African-American, and 3.3% were Hispanic. (See
www.abanet.org/minorities/links/2000census.html). Of course, these
numbers are now five years old, and I would guess that there are even
more Asian lawyers today, on a percentage basis.

The numbers are appalling -- there are a grossly disproportionately low
number of Asian-American Article III federal judges.

So the efforts of you and your group in this respect are most welcome.

rid of the glass ceiling above them. These are the Asian Ams working in companies with
more than 50 employees and in universities and colleges which are almost
all federal contractors & subcontractors.

How is 80-20 helping?

80-20 first got presidential candidate Obama to promise to do so, if elected.
Then, the Labor Dept. under the Obama Administration wrote to 80-20
promising IN WRITING to give those Asian Am. workers equal opportunity
to rise to management/administration by the enforcement of Exec. Order 11246.
Two years from now, when the next election is nearing, 80-20 will meet
with Pres. Obama to review if the promise has been kept.

Note: Asian Ams. presently only get 50% or less the opportunity to
rise to management relative to other Americans, a fact that EEOC & the
Labor Department have acknowledged.

80-20 believes enforcement has begun, and is closely monitoring the

"Barber & Asian Americans"

There is this barber in the US. One day a Caucasian florist goes to
him for a haircut. After the cut, he goes to pay the barber. The
barber replies: "No charge today. I am doing community service."
The florist is happy and leaves. The next morning the barber finds
a "thank you" card and a dozen roses waiting at his shop door.
An African American cop goes for a haircut and gets the same
"community service treatment." The cop is happy and leaves. The
next morning the barber finds a "thank you" card and a dozen
donuts waiting at his shop door. An Asian software engineer goes
for a haircut and he also gets the "community service treatment." 

The next morning when the barber goes to ope 157 n his shop, guess
what he finds there. A dozen Asian Americans waiting for a free haircut.

80-20's 3 BIG Decisions

80-20 made 3 BIG decisions, after 1.5 days of Board meeting:

1. Strongly Support Senate Confirmation of Goodwin Liu:

80-20 shall strongly support the Senate confirmation of Goodwin Liu as a
federal judge in the 9th Circuit Courts of Appeals, which is just one level below
the Supreme Court of the USA. Owing to Liu's youth and qualification, he could
become the first Asian Am. Supreme Court Justice, if confirmed. 80-20 asked
around a great deal to make sure that Goodwin also shares the rightful concerns
of the Asian Am. community.

2. Strongly Advocate "Family Reunion" and" Adequate Number of
Visas for Skilled Worker":

80-20 is not taking a position on the pending Immigration Reform Act.
However, whatever its final form, it must contain a strong "Family Re-union"
provision & allow "adequate number of Visas for skilled workers."

3. Support the Democratic Congressional Candidates of 2010
with funds and a bloc vote:

The complete resolution is appended below*. In essence, it says that
Pres. Obama had GREATLY helped make Asian Ams. equal citizens of USA,
therefore we must pay back politically by helping to elect Democrats in
the Congressional races. 80-20'll help by devoting resources to organize
bloc votes for the Dem. candidates.

NO LESS IMPORTANTLY, for GOP candidates who have consistently
supported our causes, we'll help back too. A committee is set up to identify
such Republicans. Read the last paragraph in blue.

"America's political establishment already knows that Asian Ams FIGHT
courageous political battles for their rightful concerns," said S. B. Woo. "In
passing the above resolution, we show the establishment that Asian
Ams also know how to express its THANKS politically. That is political
maturity. 80-20 is delighted to have helped set this historic precedent."

*"Whereas, Pres. Obama set a historic precedent by appointing Asian
Americans to (1) leadership positions in his Transition Team and his
White House staff, and (2) three cabinet secretary positions , and many
other cabinet and sub-cabinet positions;

Whereas, Pres. Obama, again setting a historic precedent, has taken
action to increase the number of Asian American federal judges from 8
District judges and zero Appeals Court judges, to 11 District Judges and
2 Appeals Court judges in his first 14 months as the President;

Whereas, the Labor Department under President Obama, again setting a
historic precedent
, has written 80-20 committing to enforce an existing
law, Executive Order 11246, for Asian Americans in order to provide the 2
million Asian Americans working in private industries and universities
with equal opportunity in their workplaces, i.e. to break the glass
ceiling. Exercising due caution in this matter, 80-20 notes that we as yet
have not seen evidence from the Department of Labor that it is taking
concrete steps to enforce its stated position;

Whereas, 80-20 Initiative wishes to express, on behalf of the Asian
American community, our deep appreciation to President Obama for his
great effort thus far in helping us gain equal opportunity to serve
America,

Whereas, 80-20 is a nonpartisan organization and wishes to work with
all major political parties and any of their candidates who share
the rightful concerns of Asian Americans;

Be It Therefore Resolved that 80-20 shall support Democratic candidates
in the 2010 Congressional races, except for those election districts
whose Republican candidates** have strongly supported Asian American
concerns, and

Be It Further Resolved that 80-20 shall support the above decision
with funds and a bloc vote in coming November."

Immigration & Coming Election

80-20's Board will meet to discuss momentous issues.

(1) Time & Location
DATE: April 10 & 11(Saturday & Sunday), and
LOCATION: Stanford Room, Crowne Plaza Hotel, 1221 Chess Dr., Foster City, CA.

(2) Major Agenda
(i) Endorsement in the 2010 Election: Which political party or congressional
candidates, if any, will 80-20 endorse in the 2010 election?
(ii) Will 80-20 be involved, for the first time, in immigration issues, given the
importance of the pending Immigration Reform Act to the Asian Am community?

(3) What Guides 80-20?

80-20 is required by its Bylaws to support the political party and/or candidates
having done the most DEEDS to help the Asian Am. community in the preceding
2 to 4 years. Here is the relevant background information on deeds.

During the 2008 presidential election, 80-20 PAC obtained the "signed 6-yeses to 6
questions reply" from then candidates Obama and Biden. Consequently, after the
election, Pres. Obama & Vice President Biden are both committed to helping
Asian Americans attain equal opportunity and become equal citizens.

These commitments have been honored partially. Making history, Pres. Obama
appointed Asian Ams. to leadership positions in his Transition Team, his White
House staff; 3 cabinet secretary positions, and many other cabinet and sub-
cabinet positions. Pres. Obama also doubled the number of Asian American
federal judges. Again making history, he has nominated 2 Asian Ams to become
Appeals Court judges which are just one level below the Supreme Court Justices.

Although those appointments are impressive & have significant symbolic implica-
tions, it directly benefits dozens of individuals only. 80-20's key interest is to win
for the 2 million Asian Americans working for federal government contractors and
subcontractors, which include almost all large companies and all universities, the
equal opportunity to rise to managerial/ administrative positions.

The Department of Labor, setting a historic precedent, has written 80-20 committing
to enforce an existing law, Executive Order 11246, for Asian Ams in order to provide
the 2 million with equal opportunity. While that is a step in the right direction,
concrete action from the Labor Department's Office of Federal Contract Compliance
Programs (OFCCP) is NOT yet apparent. The Director of OFCCP is Patricia Shiu, a San
Francisco lawyer known for fighting for the underdogs before she was appointed the
Director.
